Radon Test Passed 

In December Charles A. Spear from Environmental Inspection Services performed Radon tests at Willamina School District and found that no further testing is needed.

Testing Process

A total of ninety-four (94) passive radon test units recorded in test spread sheets were placed and opened for testing throughout the subject school building complex on Monday, December 17, 2018, The testers were capped and submitted for radon analysis on Wednesday, December 19, 2018. The radon tester units were capped and analyzed for radon concentrations. The radon was measured at the Pro-Lab Laboratory located at 1675 North Commerce Parkway in Weston, Florida using the liquid scintillation Method (EPA 402-R 92-004). All radon measurements were below three picocuries per liter 13 pCi/L) and consequently below the action limit of 4 pCi/L. Radon measurement levels varied from a low of 0.2 pCi/L in multiple test positions to a high measurement of 2.2 pCi/L. The average radon test level is 0,6 pci/L. 

The selected radon sampler devices utilized at the Willamina schools are described as passive activated charcoal adsorption devices (AC). (The selected passive radon tester devices do not uniformly adsorb radon during the testing episode and are not described as integrating devices). The radon samplers were opened on Monday, December 17, 2018, and capped, labeled, logged and collected on Wednesday, December 19, 2018. 

The passive radon samplers were placed in the center of the all the test areas to include all classrooms, shops, library, gymnasium, cafeteria, support rooms and office areas. The capped radon samplers were packaged; logged on a chain of custody form; and shipped to EHS Laboratories. The radon samplers were received by EHS laboratories on Friday, December 28, 2018 and actual analytical test results were received by EIS on Friday, January 4, 2019, 

A total of ninety-four (94) single passive radon samplers were placed in all the functional student and teacher areas of the building to include the classrooms, library, gymnasium, cafeteria, kitchen and staff support rooms. No non-scope Recognized Environmental Conditions (REC's) in the forms of elevated radon concentrations were analytically confirmed at the subject school building functional areas. 

Results of Tests 

The average radon measurement is 0.6 pCi/L. All the passive radon tester results analytical results were below the action limit of 4 pCi/L. The radon analytical test results ranged from a low measurement of 0.20 pci/L to a high measurement of 2.2 pCi/L. EIS recommends no additional radon measurements at the subject Willamina School District based on these satisfactory analytical test results. No data gaps remain concerning radon risk at the subject property based on current acceptable analytical radon test results. 

Information on Radon 

Radon gas is an extremely toxic, chemically inert, odorless, colorless, and tasteless naturally-occurring radioactive element having the symbol Rn. Radon has the atomic number 86; an atomic weight of 222; a melting point of -71 degrees Celsius; a boiling point of -62 degrees; and 18 radioactive isotopes. It is derived from the radioactive decay of radium and is used in cancer treatment; as a tracer in leak detection; and in radiology.

The concentrations of radon in a building are dependent on factors to include the concentration of uranium and radium in the soil, the type of underlying geology; soil permeability; available migration pathways such as subsurface utilities; foundation openings; air temperature and pressure differentials and building ventilation. 

Radon may migrate into a study area by either a pressure driven transport or no pressure differentials. The subject school was built on Concrete foundation and slab on slab foundations. Radon may migrate through foundations by the availability of expansion joints and cracks in the foundation, Radon may also migrate into a building through basements, utility trenches, pipe runs, HVAC systems, and other building ventilation systems. Radon contributions from building materials off-gassing are not often the source of measurable radon. 

Conclusion 

In the opinion of EIS, based on actual extensive passive radon testing at the subject building no additional radon retesting is required at the Willamina School District buildings located at at 1100 Oaken Hills Drive in Willamina, Oregon 97396 at this time. In the opinion of EIS, the satisfactory radon test results are indicative of satisfactory radon conditions at the Willamina School buildings and no radon mitigation is required based on these test results.
